Question Title

* 4. CLIMATE CHANGE

The Government’s Climate Action Plan 2019 was published on 1 August 2019.  While the Plan as a whole is a call to action for all Government Departments, a number of the actions are particularly relevant to this consultation.  Action 13 of the Plan requires that each Government Department review selection criteria for each capital funding scheme to ensure that low carbon designs and investments are prioritised.  Action 14 requires that we prioritise public funding for energy, climate action and sustainability, aligned with the refreshed national research priority areas 2018-23.  Action 163 commits to the examination of national and international sources of funding that could be used to support the transition to a low-carbon economy and society.

In this section, we wish to obtain your views on how the SDP 2021-27 can contribute to Ireland’s climate change objectives.  What can SDP 2021-27 do to support or incentivise climate change projects? What type of supports should be offered, for what type of projects and to which classes of beneficiary?  How should selection criteria for funding approval incentivise and prioritise low carbon designs and investments?

In your response, please differentiate between fisheries, aquaculture and seafood processing, where possible.

* 5. Marine Biodiversity
Marine biodiversity is afforded the highest priority in EMFF 2014-20 and is supported through a range of interventions.

In this section, we are seeking your views on what type of interventions should be supported in SDP 2021-27.  Should existing areas of focus be continued?  What additional supports to marine biodiversity should be considered?

Reduction of waste and collection of waste at sea are supported through the Government's Clean Oceans Initiative under EMFF 2014-20.

* 8. BREXIT

At time of publication of this document, the shape and future direction of BREXIT was unknown.  Whether the UK leaves the EU in accordance with the Withdrawal Agreement, or leaves with no deal, may have significant implications for Ireland’s seafood sector and the type of supports required through SDP 2021-27.  The type of supports required in the 2021-27 period may differ significantly from those required in the more immediate term.  Many of the potential EMFAF interventions that may assist with BREXIT impacts are not specific to BREXIT alone, e.g. market diversification, innovation, capital investment, training etc.

In this section, stakeholders’ views are sought on the impacts anticipated in the event of different BREXIT scenarios and what SDP 2021-27 should provide in terms of BREXIT specific responses.
