What is a PTMD?
It’s a defined geographical area where traffic flow on the public streets requires a higher level of management than commonly provided, and where metered parking—amongst other parking and mobility strategies—will aid traffic flow goals.

Additionally, a portion of parking funds (51%, less city cost of service) is set aside in a fund to help complete mobility projects within the district.

PTMDs are guided by code and guidelines, but a local advisory committee would help determine parking and mobility priorities. Forming a PTMD in the South Congress area is the crucial first step toward addressing long-standing parking issues in and around South Congress, providing a formal structure for collaboration between the City of Austin Transportation Department and the community.

Existing Parking Challenges
• High parking demand
• Long-term parking with no space turnover
• Not enough enforcement
• Inconsistent Residential Parking Permit Zone times
• Employees have a hard time finding parking
