CPPA Survey on Payment Plans

CPPA Members: This is an URGENT ALERT regarding AB 503 (Lackey)

If this bill passes it would be very expensive for parking agencies and severely impact administration.

Parking Agencies would not be able to file an itemization of parking penalties with the DMV unless the Agency provides a 12-month payment plan option to indigent persons. Under the bill, agencies would only be able to charge a $5 fee for participation in the plan.

Additionally, Agencies would have to provide a sliding scale for indigent persons. A person may demonstrate s/he is indigent by providing proof of income from a paystub, a bank statement, rent or even grocery receipts.
