* 12. Councils are constrained by legislation to keep their debt to revenue ratio under 300%. In today’s low interest rate environment and with the many projects that ratepayers need/want, how it is all funded is challenging.
The IFF Act of 2020 allows private capital to part-fund infrastructure and a levy to be imposed on future home or building owners who benefit from the infrastructure that is put in. 

Are you comfortable with local council partnering with private enteprise to co-fund infrastructure projects?
