Council is seeking Severn resident's opinion with respect to whether to allow or not allow a Retail Cannabis Store(s) within Severn Township effective April 1, 2019.

Background:
The Federal Government has created Bill 36 which will legalize in Canada the ability to possess or use cannabis subject to certain limits. The Federal Government amended the Criminal Code to enable Canadians to buy, sell and consume cannabis and
cannabis products.
Provinces are responsible for establishing wholesale and retail distribution systems. Effective October 17, 2018, Ontario residents will be able to order cannabis legally from the Ontario Cannabis Retail Corporation. Municipal Governments have a one time
opportunity to opt out of the retail sale of cannabis in their communities. A local Municipality is able, by resolution, to opt back
into allowing cannabis retail stores in their communities at a later date to be determined by the Province. 
 Once a Municipality has opted in to allow cannabis retail stores, they are not able to opt out at any point.
 The Alcohol and Gaming Commission of Ontario will be responsible for the siting of any retail stores, subject to the Municipalities decision as to whether or not to opt in or out of allowing cannabis retail stores in their community.
