Under normal rules, districts must spend at least 20% of their allocation on Well-Rounded Educational Opportunities and at least 20% on Safe and Healthy Students, and they may spend no more than 15% on technology infrastructure. The waiver removes these specific spending caps and minimums, allowing the district to direct funds based on local needs identified through its needs assessment. The waiver does not increase the district's funding allocation; it simply provides flexibility to use existing funds in the areas where the district believes they will have the greatest impact on students and schools.
Approval of the waiver does not eliminate the requirement that Title IV funds be used for allowable federal program purposes; it only removes the prescribed percentage allocations among those purposes.
