Who Should Complete This Survey?

Delaware’s Division of Medicaid and Medical Assistance (DMMA) is releasing this collaborating entity survey to solicit feedback from all types of stakeholders to inform the design of a potential Medicaid OBOT program in Delaware, including but not limited to:
  • Current and potential OBOTs;
  • Other health care providers, including those working in hospitals, emergency departments, and specialty behavioral health facilities;
  • Pharmacists;
  • Beneficiaries and their families;
  • State agencies
  • Managed care organizations (MCOs); and
  • Community-based organizations and social service providers, including emergency medical services (EMS) and justice partners.
This survey seeks stakeholder input on these critical elements and on any additional features of a successful OBOT program that would operate under Delaware Medicaid. Prior to completing this survey, please review the draft OBOT Concept paper, which is available at this link.

In addition to soliciting broad feedback from a wide range of stakeholders in this collaborating entity survey, a brief provider survey instrument is also available specifically for current or potential OBOTs. Current and potential OBOTs may choose to respond to the OBOT provider survey, the collaborating entity survey, or both.

For the purposes of this survey, "OBOT" does not include specialty SUD facilities that offer buprenorphine or other medications for opioid use disorder, such as opioid treatment programs, outpatient SUD programs, or residential/inpatient SUD treatment facilities.
