Children with Severe Behavioral Issues and Foster Care Placement

This survey is intended to gauge the extent to which children are entering foster care not due to abuse or other maltreatment, but rather due to severe behavioral health and emotional regulation needs.  We hope to find what states are doing to address these issues and appreciate your input.
1.To what extent to children and youth in your state enter foster care due to inadequate behavioral health or developmental disability (e.g., autism) services?
2.What are the primary referral sources for these children (e.g., court order, hospital, adoptive parents)
3.If you feel your state is doing a good job in avoiding foster care for these children and youth, what are some of the techniques you are using (e.g., wraparound; MST; respite care)?
4.To the extent children and youth are coming into foster care due to severe emotional or behavioral issues, where are they being placed (e.g., group homes, hotels, out-of state)?
5.To the extent children and youth are coming into foster care due to severe emotional or behavioral issues, how quickly are they reunified with family?
6.What are the most common diagnoses you see in this population?
7.Do you have an estimate of the number of children each year who come into care due to these issues?
8.Do you see any disproportionality (race, gender, etc) in the children who are placed in foster care due to severe emotional disturbances?
9.What additional services would you like to see in your state to avoid foster care placement for these children and youth?
10.Are there services currently in your state Medicaid plan that you have found helpful in making sure children in this population can remain in parental custody?
