The Province of Ontario has identified that cannabis retail stores must be at least 150 meters away from schools, and must be stand-alone stores. Municipalities will have limited ability to control the location of cannabis retail stores, should they be permitted in the community. Residents and municipalities will be able to provide input to the Alcohol and Gaming Commission of Ontario (AGCO) during a 15-day period after notice of an application for a storefront location before a retail store is authorized. The AGCO may refuse to authorize the store if it is in the public interest to do so. The following are the areas of "public interest" the AGCO can consider, as defined by the regulations:

- Public health and safety
- Protecting youth and restricting their access to cannabis
- Preventing illegal activities in relation to cannabis
