To identify a set of Organisational Operational Objectives and its measure of success in relation to the definition of Project Success 

The definition of project success according to the CHAOS report 2015 includes Executive Support, Emotional maturity,
User Involvement,  Optimization,  Skilled staff , Consistent group of integrated practices, services, and products, Agile
Modest execution Project management expertise and Clear Business Objectives in addition to time,  budget and a
satisfactory result (Standish Group 2015 Chaos Report). 

The definition in the CHAOS report is further supported in surveys done on failed projects which typically include projects completed but with a very poor quality both in the product and the processes used (Magne Jørgensen, 2014).
