A regional goal is a high-level, overarching desire that would benefit multiple types of natural resources in the county. For example, "Improve regional habitat connectivity."

Actions are specific tasks that will accomplish the chosen goal. For example, "Identify barriers to connectivity", or "Construct roadway crossings for critical migration corridors"
