Maintain a passive recreation area with only trails, natural open space, and minor improvements to the site
Implement small-to-moderate scale amenities as funding permits to enhance the variety of activities at the park facility in the future
Plan for the eventual long-term development of the park facility with larger-scale features such as a swim beach with the understanding that the high costs for these amenities will require alternative funding sources (private partnerships, etc.).
