Welcome to the Survey

Our master plan is both a process and a document. The process is a community‐wide dialogue about the future that starts with several questions: What kind of borough do we want to have 10, 20, 30+ years from now? What are our hopes and concerns and what are the values that we want to guide us as we move into the future? The answers to those questions have to come through discussion by community members representing all the different interests and viewpoints in the Borough. The result is a vision of the future that everyone can agree on and that includes all parts of Highlands. This vision is a description of what we want our town to be like in the future. It gives the community a picture of our future and our shared destiny to work toward.

Formulating this vision is where we need your feedback.

Along with defining our shared vision, our plan provides guidance on how to achieve this vision. It also builds in goals, and policies to direct our borough leaders to pay attention to when making decisions.
