Spokane’s Downtown Business Improvement District (BID) is a self-financing mechanism that allows property owners and business tenants within the defined BID area to establish a special assessment district to fund services and improvements that enhance existing municipal services, aid economic development, promote retail activities and facilitate programs. The Downtown Spokane Partnership (DSP), a not-for-profit 501c6 membership organization, manages Spokane’s Downtown BID on behalf of the City of Spokane.
