Lakeshore Park has been developed and managed over the years through a public-private partnership between the City of Knoxville and the non-profit Lakeshore Park Conservancy. The park began on sixty acres of land leased from the State of Tennessee and grew over the years to one hundred eighty-five acres owned by the City of Knoxville.

The current master plan for Lakeshore Park was created in 2014 after a comprehensive year-long public input process conducted by the City of Knoxville and the Lakeshore Park Conservancy and managed by U30 Group, Inc.

As the park celebrates its twenty-fifth anniversary and some of the original improvements begin to need renovation or replacement, the Conservancy Board decided it would be appropriate to take a fresh look at the park master plan and to reconsider the optimal placement of park improvements within the enlarged area of the park. The Conservancy engaged Nelson Byrd Woltz Landscape Architects to study the park and make appropriate revisions and updates to the master plan, consistent with the public input report prepared by U30. The landscape architects have completed the process, and the master plan update is available on the Conservancy website.

This proposed update has been approved by the Conservancy Board and will be presented to City Council later this summer.  The Conservancy is soliciting comments from the general public about how well the updated Lakeshore Park Master Plan embraces the site and whether the vision for the park reflected in the update will continue to meet the general recreational needs of the community.

The following questions relate to water access for canoes, kayaks and paddleboards at Lakeshore Park.

For various reasons, including federal laws and regulations concerning navigable waterways, the existing foreshore dike and related agreements with federal agencies, and engineering challenges and costs, it may not be possible to improve direct access to the water at Lakeshore Park, but we would like to learn more about local interest in paddling.
