Include children that had an IEP in place by the third birthday between July 1, 2019, and June 30, 2020.

Do not count:
children who are not actively enrolled from First Steps.
children listed on the First Steps Notification List whose family has not completed a First Steps referral form or the district’s referral process.

This category also includes those children whose parent delayed providing written consent for initial services and this action resulted in the district being unable to implement the IEP by the third birthday.
