Public employees and workers nationwide are under attack, with bargaining rights being completely stripped through executive orders. Anti-worker/Anti-union groups such as the National Right to Work Foundation are also actively working to strip collective bargaining rights from federal workers, setting a dangerous precedent that threatens the foundation of organized labor. Their united agenda to gut these rights is succeeding; for example, public workers in Utah were shocked by the recent actions of the state legislature and Governor, who terminated their right to bargain a union contract.

In response, California must act decisively to protect and expand worker organizing rights.

The right to unionize is essential to a just and thriving economy. When more workers are unionized—whether in the public or private sector—wages rise, workplaces become safer, and communities prosper. However, federal labor laws, including the National Labor Relations Act (NLRA), place unnecessary restrictions on how states can support worker power. With federal preemption limiting traditional pathways to union growth, California must take bold action to create new mechanisms that encourage and protect organizing efforts.

As members of Teamsters Local 1932, representing thousands of public employees across the Inland Empire, and as workers and allies committed to the rights of all laborers, we call on California’s leaders to enact reforms that make it easier—not harder—for workers to build unions.


We, the undersigned, demand that the State of California:


Guarantee Public Employee Collective Bargaining Protections
  • Amend the California Constitution to explicitly guarantee public employees' right to unionize and bargain collectively, ensuring these rights cannot be weakened by legislative changes or federal interference.

Expand PERB Jurisdiction to Protect Private-Sector Organizing
  • Amend California law to grant PERB authority over labor disputes and union recognition efforts in the private sector.
  • Establish a state-run process for private-sector workers to unionize and resolve unfair labor practices, ensuring protections remain in place even if federal labor laws are weakened or the NLRB fails to enforce labor rights or stalls in investigations.

Protect and Enhance Card Check Union Recognition
  • Allow union recognition through majority sign-up (card check), reducing employer interference in organizing campaigns.

Strengthen Anti-Retaliation Protections for Workers Organizing
  • Implement swift and severe penalties for employers who intimidate, fire, or discipline workers for union activity, including personal liability for corporate executives and public officials who violate workers’ rights.

Empower Local Governments to Expand Labor Protections
  • Pass legislation allowing cities and counties to set higher labor standards and implement pro-worker policies, even where federal or state law is silent or restrictive.
