In the District of Columbia there is a bill that requires any private developement reciving $200,000 or more in any form of public subsidy have first source hiring agreemnets, certified carrieer traing, Project Labor Agreements and Labor Peace Agreements which protect the County's investment in the project. 20. The District of Columbia has a long established practice of having a local minimum wage standard $1.00 above the federal minimum wage. Retail employers that have gross revenues of greater than $27 million can afford to pay their workers living wages of $11.50 an hour, which will help to support sustainable careers in the retail industry and to build a retail workforce in the District that can afford to buy the products it works hard to sell. Will you work to ensure that hard working Montgomery County residents receive the good wages they deserve and support a bill establishing a minimum wage standard that would require large retail employers with revenues greater than $27 million to pay a living wage $11.50 an hour?

25. The Metro Council has affiliated unions that represent employees on the County Government and School Board side of the budget. The current economic crisis is placing substantial pressure on the county budget which funds both county and school board services. If the State mandated Maintenance of Effort (MOE) is not waived then the county side of the budget must absorb the vast majority of budget cuts, layoffs and furloughs. If the MOE is waived, then the resulting impact of cuts, especially number of furlough days could be more equitably distributed across both the County government and School Board systems resulting in fewer furlough days per employee. Would you maintain MOE and protect the school board side from cuts or would you waive MOE and disperse the pain more equitably? Waive MOE

While the system has been stressed lately, it has generally provided well run service since inception and its workers are paid decent wages and benefits.
