38. “The Washington Metropolitan Area Transit Authority (WMATA) spends millions of dollars a year contracting out work traditionally performed by WMATA employees, at far greater cost. For Instance WMATA’s I.T. department has 112 contractors at an average cost of $87/hr. The average OPEIU, Local 2 employee in WMATA’s I.T. department costs about $62/hour (total cost, including benefits). Hiring WMATA Local 2 employees in those positions could save up to $5 million in the I.T. department alone. Will you support legislation to require the Maryland WMATA Board members to advocate for WMATA to establish a policy that prohibits contracting out of work traditionally performed by WMATA employees, unless the work is contracted out to a union contractor, and to vote "no" on contracting out work traditionally performed by WMATA employees?”

53. The International Brotherhood of Teamsters Local 639 an affiliate of the Metro Washington Labor Council, AFL-CIO has been out on strike against the Daycon company for going on seven weeks. Many Maryland state colleges and universities use Daycon for janitorial supplies. Recently the National Labor Relations Board struck down charges filed by Daycon against the workers in that labor dispute. 64. The Metro Council has affiliated unions that represent employees on the County Government and School Board side of the budget. The current economic crisis is placing substantial pressure on the county budget which funds both county and school board services. If the State mandated Maintenance of Effort (MOE) is not waived then the county side of the budget must absorb the vast majority of budget cuts, layoffs and furloughs. If the MOE is waived, then the resulting impact of cuts, especially number of furlough days could be more equitably distributed across both the County government and School Board systems resulting in fewer furlough days per employee. 68. WMATA has provided rail transportation in Maryland since the late 1970s. While the system has been stressed lately, it has generally provided well run service since inception and its workers are paid decent wages and benefits. Some have proposed Operating the light rail “Purple Line” as a state or privately run line without integrating it into the WMATA system and paying substandard wages and benefits. Many believe that electricity deregulation has been a disaster for Maryland ratepayers and financial deregulation facilitated the worse financial crisis in this country since the Great Depression. Earlier this year, the Maryland Public Service Commission approved a settlement offer from Verizon, deregulating basic telephone service in Maryland, even though Verizon readily admits deregulation will lead to higher prices for basic telephone service. All across the country, Verizon has attempted to sell its rural basic telephone networks to undercapitalized companies, where perversely the more debt the buying company incurs, the larger the federal tax credit Verizon receives from the sale. In the four states where Verizon has been allowed to sell their rural lines, the buying company has gone bankrupt; leaving states and basic telephone customers scrambling to maintain service.
