1. Background:

On November 7, 2002, the Jobs for Veterans Act (JVA) was signed into law. One provision of the JVA, codified at 38 U.S.C. 4215, establishes a priority of service requirement for covered individuals (i.e., veterans and eligible spouse) in qualified job training programs. Since the passage of the JVA, the Employment and Training Administration (ETA) has issued regulations and provided policy guidance to the workforce system. The most recent directive was released in November 2010, under Training and Employment Notice (TEN) 15-10 which established the protocol for implementing priority of services to veterans and eligible spouses.

CSS, WIA Operations Division is exploring the possibility of establishing a policy for set-aside funds for Veterans PY 2011-12. Service providers are encouraged to assess the needs of Veteran customers and provide any feedback from establishing set-aside funds for WIA Formula Funding for PY 2011-12.
