Introduction

 
The National HIRE Network (www.hirenetwork.org) is partnering with advocates in several states to help make more people - people with drug convictions - eligible for public benefits.

Under the federal 1996 Personal Responsibility and Work Opportunity Reconciliation Act, any person convicted of a federal or state felony involving the possession, use or distribution of drugs is permanently ineligible for the Supplemental Nutrition Assistance Program (SNAP, formerly food stamps) or Temporary Assistance for Needy Families (TANF or cash assistance). Congress allowed states to choose whether to adopt the ban. Ten states currently maintain a lifetime ban on either/both benefits and 24 have adopted modified bans.

Please join this effort to address the unfair and inhumane obstacles to welfare assistance faced by people who have drug convictions at the state and federal levels. You can help by filling out this short survey to document specific instances of clients who have applied for and been denied benefits because of a drug conviction or of clients who do not even bother applying because they know they will be denied benefits.
