Statement: Lynchburg should allow well-designed neighborhoods with a variety of housing types, small-scale neighborhood services and parks.

Examples of community benefits could include resource protection, specific housing types, redevelopment, parks or trails.

* 11. Accessory dwellings, also known as "granny flats," are secondary dwellings that are limited in size and occupancy and often have additional restrictions such as requiring the building to maintain the architectural style of the main dwelling on the site.

* 13. Conservation areas are tracts of land that have been awarded protected status in order to ensure that natural features or cultural heritage are safeguarded. A conservation area may be a nature reserve, a park, a land reclamation project, or other area.

Statement: Development should be restricted in resource conservation areas to limited agriculture, parks and other low impact development.

* 15. Currently the small scale production of alternative energy is not allowed anywhere in the City under the exisiting zoning ordinances. If this would change, the uses should be limited to areas where they are compatible with existing uses.

This makes it difficult to fund and operate new sewer extensions, and failing septic systems can be harmful to the environment. Sewers also tend to clog and not function properly unless there is sufficient waste flowing through them.
