Qualification for the Housing Waiting List

We are proposing to change the rules as to who will qualify for the council housing waiting list (housing and transfer registers). People who do not qualify for the housing waiting list will not be considered for a council or housing association home.

Do you think the following groups of people should qualify for the housing waiting list?

1. People who have lived in the borough for less than 12 months?

2. Applicants who are registered on other local authorities' waiting lists

3. People with a household income or capital assets that would enable them to purchase through a low cost home ownership scheme or buy in the private sector

4. People on the housing waiting list who have refused all of the offers of accommodation to which they are entitled to.

5. People with housing related debts (rent arrears , former rent arrears, rechargeable repairs and council tax)

6. Tenants and former tenants of council and housing association properties with a history of poor tenancy conduct, for example anti-social behaviour (this will not apply if the circumstances have changed since the poor conduct took place e.g. the perpetrator has now left the household)
