The mission of the Central Advisory Service for Intellectual Property (CAS-IP) is to assist the Alliance Centres of the Consultative Group on International Agricultural Research (www.cgiar.org), their partners and the CGIAR System as a whole in a comprehensive approach to the management of Centre intellectual assets as public goods. Established in 2001, the CAS-IP provides transactional support, capacity building and facilitation of the sharing of experiences across the Centres.

This survey is a part of the Mid-Term Review (MTR) of the Dutch Ministry of Foreign Affairs (DGIS) funded project at the CAS-IP, being internally commissioned and managed to inform management of the project within CAS-IP and DGIS.

While focused strongly on activities between 2007-09, this review is taking place at a time of great change in the CGIAR and the international agricultural research-for-development community in general. Consequently, DGIS has requested that the MTR should focus on a monitoring and evaluation (M&E) exercise to the extent required to inform the development of a robust set of recommendations regarding IP systems management in the CGIAR, including likely future scenarios and a proposed bridging strategy (2010-12) during the period when the CGIAR reform process is being finalized.
