. Burke County has been through some unpleasant economic times. BCPS staff has endured a 6% pay cut through reduced hours, and teachers have given up half of their local supplement. Even if one were to agree that spending ~$2 million in capital funds for technology this year was appropriate given current technology needs, is it wise to do so without teacher and staff support? Yes.
Yes. It may seem insensitive, but our students need the technology.
No. If the teachers do not support technology, they will not encourage and facilitate the use of technology in the schools.
No. It just seems like it is too much money to spend on technology right now. Maybe we could spend half that amount this year?
No.

. It is not clear whether capital funds can be converted to general expense funds to help restore teacher and staff pay. (It is also possble that the county commissioners could offer more money to the system specifically for restoration of pay.) If it were possible to transfer capital to general expense, there is a chance that the pay restoration could not be sustained in the following years due to other funding shortages. Would you support transfer of capital money to restore pay even if it results in more layoffs in 2011-2012? (Pick all that apply)

Yes. We will deal with that when the time comes.
Yes. I would support part of the funds pegged for technology to be transferred to the general fund for pay restoration.
No. Why hamstring the system based on funding that cannot last?
No. Capital funds are for capital expenditures.

. Suppose the system cannot use capital funds to restore pay. The current technology appropriation request asks for ~ $2 million for technology expenditures. The current plan is to supply all schools with enough desktop computers to have two (2) labs. Some schools will have enough for three labs. The plan also reallocates SMART boards among the schools. It is a great plan!
It is a great plan if it has support of teachers.
This is a huge expenditure for the system - go slow.
This is a necessary expense and we must invest now!
Each school should decide what kind of technology they need.
I want to be sure every student has access to technology.

How should capital funds for technology be used? (Pick all that apply)

To fill in the gaps at schools that currently have inadequate technology.
To enhance the technology available based on principal's stated needs.
Capital funds should not be used on expanding technology at this time.
Capital funds should only be used for maintaining technology at this time.
Only a portion of the funds requested should be spent on technology at this time.

Yes, it will help if teachers utilize it.
Yes, it helps students who need remedial work.
Maybe - who is to say?
No - nothing can replace a teacher.

. One of the minor software expenditures is for "Vantage Learning," which is software that helps students in writing. Students are given a prompt and requested to write about the prompt. The software provides feedback on the writing. Dr. Stellar had much success using this software in Massachussets. It is geared to NC tests as well. What do you think? (Pick all that apply)

Teaching writing requires a great deal of teacher's time, this could help.
Anything that can help my student feel more prepared for the NC writing tests is worth looking in to.
I don't believe it will help our students. Scoring is too subjective to rely on feedback based on software.

If you do not support the current technology plan and request for expenditures and could propose a compromise, what would it be? (Pick all that apply)
Reduce the expenditure request to a more reasonable spend.
Allow principals more input.
Buy fewer computers, but buy configurations that each individual principal wants. They know what their school needs!
Cut the technology request in half, give schools lacking technology what they need, and spend the rest on dealing with facilities issues.
