Licensing Rules Revisions, Vermont Standards Board for Professional Educators
2013 VSBPE Rule Revisions
The VSBPE takes seriously its charge to create rules that govern the training, licensing and professional standards of teachers and administrators. The proposed rule revisions support the VSBPE’s mission in several ways. Specifically, the VSBPE is:
1. Replacing the Five Standards and 16 Principles with nationally recognized standards for teaching that are reflective of current best practice in the field.
2. Raising standards for Vermont administrators by adopting nationally recognized standards that are research-based, by adopting an internship requirement, and by adopting three pathways to licensure where aspiring administrators demonstrate that they meet the standards.
3. Adapting to current practices in the field by adopting two new endorsement areas; dropping one endorsement area; dropping one temporary license; changing the name of one endorsement; and revising the authorizing statement of four endorsements.
4. Clarifying several components of the program approval process for preparation programs and the licensing process while making technical corrections.
5.Clarifying public disclosure of reprimands.
