Consultation on the future of library provision

For Upper Norwood and the surrounding areas

 1 / 9
This consultation is to help the council to understand people's views on the four options that are available and the impact of these options. This will help Croydon Council to plan the future library service provision in the area.

The introductory information for this consultation can be found on the council's website www.croydon.gov.uk/UNJLconsult

Once decisions are reached on the future of the library provision in the area we will update you on this via the website.

Consultation options

Option one - Croydon continues to fund the UNJL at existing levels

Considerations:

- Lambeth have already indicated that they will no longer be able to contribute as much to library provision in the area as they have in previous years, and so the overall contribution to the UNJL will reduce.
- As Croydon needs to make savings in its overall budget due to the reduction in central government grant, continuing to fund the UNJL at existing levels may require cutbacks elsewhere.
- With three Croydon libraries covering the north of the borough, Norbury, Thornton Heath and South Norwood and other libraries in other boroughs within a relatively short distance (e.g. Anerley Library in Bromley) the ongoing justification for this additional provision is unclear.
- UNJL would require a new form of governance agreed by the two boroughs, as the joint agreement has terminated.

Option two – Croydon continues to fund the UNJL at a reduced level

Considerations:

- Lambeth have already indicated that they will no longer be able to contribute as much to library provision in the area as they have in previous years. If Croydon also reduces funding for the UNJL, this could have an impact on the overall future financial viability of the UNJL.
- As Croydon needs to make savings in its overall budget due to the reduction in central government grant, continuing to fund the UNJL even at a reduced level may require cut backs elsewhere.
- With three Croydon libraries, Norbury, Thornton Heath and South Norwood covering the north of the borough and other libraries in other boroughs located within a relatively short distance (e.g. Anerley Library in Bromley) the ongoing justification for the UNJL is unclear.
