As everyone knows, we have been confronted with an economy that is the worst since the Great Depression. Consequently, there are widespread challenges and problems with many of our citizens' personal and family finances. And, these issues with our citizens' financial condition translate in revenue shortages and budgetary problems for our local and state governments, as well.

An overwhelming majority of economists, policymakers and citizens understand that raising taxes impedes economic recovery because individuals have less to spend and businesses have less to invest and create or retain jobs.

Yet, the demands for the services of our state government do not lessen during an economic downturn. Consequently, good public policy must be developed that will strike a proper balance between meeting the needs of our most vulnerable citizens, educating our children, providing for public safety and not having tax increases that will harm our families, businesses and economy.
