The State Consortium on Education Leadership (SCEL) has developed a Toolkit to Increase District Capacity. This work is based on the new 2008 ISLLC Standards and CCSSO’s companion document: Performance Expectations and Indicators for Education Leaders. The SCEL work group has been busy developing each module of the toolkit and they are inviting you to provide your feedback about what they’ve developed thus far and to help populate each module of the toolkit with samples of your state’s/organization’s policies and models that pertain to each toolkit component.

The Toolkit modules are as follows: State Leadership Policy/Key Questions; Building an Effective Leadership Team; Developing High Quality Leaders through Effective Succession Planning; Building Partnerships; and Assessing the 2008 ISLLC Performance Indicators with Rubrics.
