1. Impasse Recommendations

 
We have received the Special Magistrate’s recommendations on the issues at impasse between USF management and the Union representing staff at USF. The Union wants to know what you think.

The Special Master’s recommendation includes the following:

Pay Increase
• All in-unit staff with satisfactory or above evaluations whose annual base salary is $45,000 or less shall receive a one-time-only lump sum payment equivalent to $1,000 (less applicable taxes) and employees whose annual base salary is greater than $45,000 shall receive a one-time-only lump sum payment equivalent to $750 (less applicable taxes).

Pay for Performance
• Rejection of management’s proposal of the bonus ($500, $750, or $1000) using the current performance evaluation system.

Shift Change by Seniority
• Assignment to other shifts shall be offered to qualified staff based upon seniority.

Conversion from State University System Rules to USF Regulations
• Due process rights need to be established for employees to challenge the withholding by USF of payment for accrued leave upon termination.
• Protection against the arbitrary and capricious denial of sick leave.
• Clear responsibility for who can advance leave (if needed before it has been earned).
• Optional restoration of up to 100 days of leave for employees upon reemployment.
• Elimination of restrictions for employee’s use of administrative leave to vote in public elections.

If either the Union or management rejects the Special Master’s recommendation, the Board of Trustees will have the authority to rule on all issues.
