Feed the Future Consultation Questionnaire
Feed the Future (FTF), the U.S. government’s global hunger and food security initiative, emphasizes country led development and partner consultation as a key component of their strategy. The Feed the Future guide, released in May 2010, can be found here: http://pdf.usaid.gov/pdf_docs/pdacp777.pdf
It states that: "Non-Governmental Organizations (NGOs) and the private sector are particularly important for combating food insecurity and increasing the sustainability of our efforts. Given their close ties to local communities, NGOs are often effective at ensuring that people who are very poor and vulnerable are consulted about and benefit from agricultural and nutrition programs. They are also critical to efforts promoting robust consultation and sustainable implementation. We will continue to partner and consult with NGOs as we move forward and refine our approach, embracing and deploying their expertise and seeking their technical assistance” (pg 14, Feed the Future Guide).
In 2010 a number of International Non-Governmental Organization (INGO) field teams completed a baseline questionnaire on USAID consultation. In the nearly three years since, USAID has repeatedly noted that they have improved their consultations.
Recently, Feed the Future officials stated that if there is not active consultation from USAID Missions with international and local NGO country teams, civil society groups should reach out and request consultation from Missions.
This survey is in response to this request by the Administration and we would like to assess the frequency and extent of consultation by the mission to your country team. The information you provide will be used to compile evidence of USAID’s current consultation performance with its Implementing Partners. The responses received will provide feedback to USAID so the process of civil society engagement can be improved. The ultimate goal of the survey is to increase program effectiveness by improving communication.
The survey is anonymous and will not influence USAID award making.
