The Hawaii legislature established the Public Land Development Corporation in 2011. Supporters maintain that the PLDC will promote public-private partnerships, develop state lands and generate revenues for the Department of Land and Natural Resources. Critics argue that the PLDC circumvents regulations protecting environmental and cultural resources and allows private interests to profit from public lands.
