The opportunity offered by Lend Lease through the Horizon Uptown project has the ability to yield a very forward thinking, progressive development that can create the type of synergy necessary to meet longstanding City goals for jobs, Class A office space and diverse neighborhoods. The assurances include the developer’s upfront financial investment, their stated commitment to sustainability and innovative new communities along with the approved Final Development Plan which includes excellent, high quality, design standards and guidelines. The Authority therefore must determine if there is enough value in the opportunity being offered and a sufficient level of confidence that the development will be built out as planned to accept the risk of using public funds as proposed by Lend Lease for the development of the Horizon Uptown project.
