Should there be a speed limit for boats on Lake Simcoe?

The only speed limit that applies to boats on Lake Simcoe is a federal rule against travelling at more than 10 km per hour within 30 meters of the shore. Is it possible to have a safe, and enjoyable lake for swimmers, fishers, spawning cold water fish, canoers, kayakers, sailors, wildlife, and a healthy shoreline, if hundreds of high performance boats (aka Cigarette boats or off-shore racers) are allowed to operate at high speeds on Lake Simcoe? This is a very real threat on Lake Simcoe because the proposed Big Bay Point mega-marina development, in Innisfil, includes a 1000 slip marina, some of which, we have reason to believe, could be filled with high performance boats. There are already approximately 60 high performance boats on Lake Simcoe.
