We need the reforms to ensure we get better value for the money we currently invest in the NHS.

Voters do not see the need for NHS reform so change feels ideological rather than as a way of getting better value for money in an era when the money has run out.
Andrew Lansley has done a good job at explaining the NHS reforms.
