Billing Practices for SBHCs and SMH programs

 
We at the Center for Health and Health Care in Schools are interested in gathering information about current billing practices in school based health programs and learning more about how SBHCs and SMH programs negotiate their compliance with the Center for Medicare and Medicaid Services' (CMS) Free Care rule.

The CMS Free Care rule states that federal Medicaid matching funds are not available for payments to a provider unless the provider charges all patients for the same services being billed to Medicaid and the provider has 1) an establish a fee for each service that is available; 2) collects third party insurance information from all those served (Medicaid and non-Medicaid); and 3) the provider bills other responsible third party insurers.
