Course: Review of the 2008 New York City Building Code New Requirements for Special Inspections and Materials Testing.

2008 New York City Building Code: Special Inspections and Materials Testing:

This 2-Hr program will familiarize participants with the structural tests and special inspections, related rules and the administrative provisions within the new code. The requirements of the 2008 Code are almost entirely new compared to the 1968 Building Code. These new requirements address the types of tests and inspections that are required and the necessary qualifications of testing laboratories, inspection agencies and special inspectors of various disciplines.

The Presenter will outline the pertinent provisions of the new building code as it relates to Special Inspections and Materials Testing, together with quality assurance. Specifically,for soils and foundations, concrete, masonry, steel, wood and other building materials will be reviewed and discussed.
Special Inspection Agencies must meet the Special Inspector Agency qualifications under the Special Inspection Rule and be approved by the Department. In addition, Special Inspection Agencies must be accredited by International Accreditation Service, Inc. (IAS) or an equivalent accreditation agency accrediting to ASTM E329- 07 international standard.

This presentation identifies the scope to regulate inspections for construction materials and processes with regard to quality, workmanship and compliance with referenced national standards. The current NYC code has a similar concept of controlled inspection in which a professional engineer or a licensed architect is permitted to be responsible for the necessary inspection of construction materials and processes.

This presentation outlines the new role titled “special inspector” who is empowered by the department to conduct inspections. Special inspector duties are described further in Section 1704 of the new NYC Code. Another difference is that controlled inspections provisions in the current code are scattered throughout the code.

The presenter will outline a list of materials and construction processes that are subject to special inspections. We will also identify those reference standards that are applicable to the inspection of a specific material or construction process.
