1. Local Government Contacts for Fluorescent Light Legislation Implementation
Session Law 2010-180 requires political subdivisions using State funds for the construction or operation of public buildings to recycle spent fluorescent lights and mercury thermostats. This affects most counties and municipalities in North Carolina. The Session Law also requires agencies to make a statutory report on those efforts by December 1st. The Division of Environmental Assistance and Outreach (DEAO) is creating a database of contacts responsible for the implementation of this legislation. Please provide your agency contact below.
For counties and municipalities, the General Assembly made changes in the 2011 Session that make the provisions of Session Law 2010-180 only applicable to local governments that receive state grant funds. Please review with your finance office or manager whether or not your community has received, is currently receiving, or is expected to receive state grant funding for the operation and maintenance of buildings. If that is the case, please then complete this mandatory report. If it is not the case, we still welcome and encourage you to fill out the report and to be aware that the provisions of the RCRA Universal Waste regulations still apply to your management of fluorescent bulbs, mercury thermostats and other mercury-containing devices.
