A SCCYP Scoping Study on the Implementation of The Early Years Framework
Dear Colleague,
The Implementation of the Early Years Framework - a scoping study
I am seeking your support and assistance with a scoping study I have commissioned into the implementation of the Early Years Framework.
As you may well know, the aspiration of the Early Years Framework is to make transformational changes that will fundamentally change Scotland’s approach to the early years, resulting in long term improved outcomes for the life chances of children and young people.
As the Commissioner for Children and Young People in Scotland, I have a particular interest in how its implementation will affect children and young people.
The Early Years Framework is now well into its second year of implementation. While I recognise the transformational changes which the Framework aspires to achieve will take time, it is approaching a point in its implementation when I think it is legitimate to find out whether the change process is on track.
I have therefore commissioned an initial piece of research to find out how local authorities are responding to the implementation of the Early Years Framework and to obtain some preliminary findings. These indicative findings will give me a perspective on emerging issues around the Early Years Framework for the ongoing work of my office.
I am delighted that the study is being carried out on my behalf by Professor Aline-Wendy Dunlop, Department of Department of Childhood & Primary Studies, University of Strathclyde. I would therefore encourage you to participate in this study as your views and experiences will provide a valuable insight into the implementation of the Framework.
Thank you for your assistance.
Tam Baillie
Scotland’s Commissioner
for Children & Young People
