Like all public authorities, the Greater London Authority (GLA) has a specific duty to publish equality schemes. However, the Single Equality Act will introduce new general and specific duties to promote equality. The proposed new specific duty, which will come into force in April 2011, will not require the GLA to set equality objectives relating to each protected characteristic, but to use evidence to determine its own priorities. The RES and GES will therefore have a very short lifespan but are intended to bridge the gap until the new specific duty is in place, and the evidence gathered as part of these equality schemes will be used to determine the equality objectives for 2011.
The Mayor of London has recently published his draft Race Equality Scheme (RES) and Gender Equality Scheme (GES) .
The RES and GES have the same format and this briefing and questionnaire summarises the RES and GES and devises some key questions for groups to help London Civic Forum to respond to the consultation, and to help you to formulate your own responses. We particularly value your knowledge of the impact of the RES and GES on people with multiple identities (BAME lesbians, disabled BAME Londoners etc).
