Grandmother Marie Greening Zidan was tortured, sexually assaulted and strangled to death.
The 75-year-old's killers were aged 15 and 16 at the time of the murder 10 years ago.
Current laws protect their identities being revealed.
One of the thugs is now living in Geelong and despite being an adult he can keep his violent past hidden from people.
It is time for the laws to change and the identities of such brutal killers to be revealed in the interest of public safety.
