I support the $0.20 fee on paper bags and agree that it would incentivize consumers to bring their own bags.
I do not think that the $0.20 fee would be enough to influence reusable bag use.

It will incentivize me to bring a reusable bag to everywhere I shop.
It will influence me to use reusable bags at Truckee's larger grocery stores, but I do not anticipate bringing a reusable bag to smaller businesses.
