Dear Colleague,

We are fast approaching the re-negotiation of our entire CFE contract which expires June 30, 2011. Your union negotiation team is working hard on your behalf to prepare. We need to hear from you as we plan our strategies. This is a challenging survey to write as we need your direction on circumstances that may or may not occur. ONLY IF CFE is convinced that budget conditions warrant consideration of changes to salary and benefits will we go there. We are, at this time, not convinced that this is the only option for dealing with the current projected budget shortfalls.

This is the first of two surveys currently planned for the upcoming negotiations. The second survey, planned for Fall, will focus on faculty priorities based on the issues that surface from this survey.

Thanks for taking time to complete the following survey. Your voice is important. Your responses will make a difference. Please take advantage of the open-ended questions throughout the survey to give us information you feel is needed for our success in negotiating your new contract.

We ask that you NOT share this survey with management. Communication with our members is protected and management may believe certain decisions have been made based on the questions we are asking. 4. Open-ended Question: What would you like changed about your working conditions?

Given the current fiscal climate, it will be challenging to negotiate increased compensation on the salary schedule and for the many special projects faculty assume, such as IUA work, SLO development/monitoring/evaluation/revision, improving loading factors, etc. In fact, the district may present proposals that would seek to REDUCE our compensation in one or several ways, both in our base salary and other compensation and in our benefits. For example, they have already hinted an interest in increasing our health benefits annual deductibles, co-pays and what members pay for their prescriptions.

6. Salary: Rate your support or lack thereof for the following types of salary reductions IF the District makes such a proposal:

8. Health Benefits - The district has suggested, during the benefits advisory committee meetings, changes to our health benefits. What is your rating of the following changes?

Decrease your life insurance benefit by 50% (currently twice your annual base salary)

9. What other thoughts do you have on health benefits related issues and possible changes to our health benefits?

Salary and health benefits are inter-related. Changes you might be willing to consider for salary are related to what you would want and be willing to consider for health benefits. The following questions are designed to give your negotiations team some direction. Please use the comments question following this section to provide feedback and suggestions.

12. When we talk about salary and benefits together, there are many variables involved. Give us what "combo changes" you would be willing to accept. For example, would you be willing to pay more per month for benefits (currently .5% of base salary) if benefits remain the same... or would you be willing to accept no salary increase if benefits remained as is... or would you be willing to pay more co-pays if other benefits remained the same? There are many variables and combinations here and they differ given the individual needs and concerns of faculty. This is an open-ended question... we are asking, if necessary, what do you want to preserve and where are you willing to give?
