Help! I'm being harassed by cookie vendors

I manage an accounts payable department, and something has been bugging me. We have a high transaction volume, and it's already a struggle to stay on top of things. I want my staff to focus on the task at hand and be productive. But every time I turn around, someone in the office is selling cookies for scouts, or lining up sponsors for some charitable 10K run. These are all worthy causes, but I have a department to run. Should I just put up with it or draw the line? If I put a stop to it entirely, what will that do to morale?
