President Joshua Nelson received his Bachelor of Science degree in Civil Engineering from California State Polytechnic University, San Luis Obispo and is a Registered Professional Civil Engineer in the State of California. He is a Project Manager for CNC Engineering. He began his membership in ASCE as a student at Cal Poly Pomona as well as at Cal Poly San Luis Obispo. Currently, Joshua is the Vice President for the Orange County Branch of ASCE and in the past was the programs committee chair where he was responsible for planning and coordinating the monthly luncheons. He became active in the Orange County Branch when he took on the position as the Professional Practice Committee Chair in 2005. Vice President Tapas Dutta is a registered Civil Engineer with over 20 years experience. Currently he is a Engineering Manager with STV Incorporated in Irvine. He has previously worked for other private firms as well as for Caltrans. His areas of expertise include planning and design of roadways and highways and traffic engineering. He holds a MS in Civil Engineering from Virginia Tech. He got his BS in Civil Engineering from Jadavpur University in Calcutta, India. He has been an active ASCE member since his graduate school days. He has been a ASCE OC Board Member since 2009, currently serving as the Treasurer. Treasurer Penny Lew is a registered Civil Engineer who is a Senior Civil Engineer with OC Public Works in the Flood Control Section where she has been the last 8 years of her 24-year career. She completed many Capital Improvement projects throughout Orange County while in the Design unit and is currently with the Programs unit where her responsibilities include flood administration, overseeing CIP budget, preparing project studies, and overseeing plan reviews for permits. Previously, she was a Project Manager at Norris Repke working on various road, parks, and utilities projects. For 5 years, Penny was a Project Engineer at the Metropolitan Water District where she worked on the design for many Capital Improvement projects including some within Diamond Valley Lake and a segment of the Inland Feeder. She joined the private sector prior to graduation and had worked for several years in land development for firms in Los Angeles. Penny is a graduate of California State University, Northridge where she began her ASCE membership. Write-in (please specify below) Question Title * 4. Secretary Gary Gilbert, PE, GE, with Diaz Yourman & Associates has over 14 years of experience. His geotechnical experience includes a wide variety of projects including port facilities, airports, commercial centers, and bridges. He holds a Bachelor and Masters from California State University at Long Beach and is a registered Civil Engineer and Geotechnical Engineer in the state of California. He is currently serving as Treasurer of ASCE Los Angeles Section and also involved with the Engineers without Borders Orange County professional chapter Honduras project. In the recent past, he has been involved with the Younger Member Forum, and several committees at the Orange County branch including legislative, history and heritage, student activities, and K-12 outreach.
