The ANCOLD Guidelines on Selection of Acceptable Flood Capacity (AFC) for dams were published in 2000 and provide guidance on the selection of design flood capacities for dams and specifically a deterministic fallback provision for spillway capacities. Since the guidelines were published, there have been a number of relevant guidelines published including:
ANCOLD guideline on risk assessment in 2003
ANCOLD guidelines on consequence categories in 2012
ANCOLD guideline on tailing dams in 2012
ICOLD Bulletin 142 on safe passage of extreme floods in 2012
Furthermore, Engineers Australia are currently in the process of revising Australian Rainfall and Runoff.
This survey has been prepared to understand current usage of the AFC guidelines, perceived opportunities for refinement and justification for revision. The outcomes will help ANCOLD direct any future revision to the guidelines to ensure that it meets the needs of the Australian dam industry.
