. The Statement :
IT strategy often contains much about What, When and How in the guise of purchasing decisions (e.g. this stack vs that stack), operational decisions (e.g. improve this KPI), tactical choices (e.g. BYOT) and implementation details (e.g. build a private or public cloud).
The "Why" of action in Strategy often appears to be the most vague with notions of either "efficiency" or "innovation" or "because the business wants it" or "because everyone else is doing it".
