Over the last 2 weeks, the Metro Charter Commission task forces have begun to make formal recommendations for the new charter, and it’s essential that they hear the opinions from our citizens. To this end, each week, Rebuild Government will send you a short survey asking for your feedback. It will take about 5 minutes to complete and we will report the public opinion as the Charter Commission makes its decisions.

1. If the charter is approved in November, the Commission must also name the new government. State law says it has to be one of the following options.

2. State law says the new government has to have a Sheriff. The sheriff can be over the jail and corrections and law enforcement as well. The other option is for the sheriff to handle jail and corrections and a Metro Police Director appointed by the Metro Mayor to handle law enforcement.

3. A Charter Commission task force recommends that the Memphis Public Library system remain in the Urban Services tax district (the current city limits of the City Memphis). The General Services tax district would be countywide, and it would pay for fewer services outside Memphis. In other words, citizens would pay for the level of service that they receive. Currently, most of the municipalities have their own library systems funded with their city taxes.
