The Board of Supervisors is currently considering submitting a ballot measure to the voters which will adopt a gross receipts based business tax and abolish the current payroll tax business structure. Two proposals have been introduced, one sponsored by Mayor Lee and President Chiu, and the other by Supervisor Avalos. The Mayor/Chiu proposal will generate $13 million of additional revenues, the Avalos proposal will generate $40 million of additional revenue. Both proposals, which includes a $1 million small business exemption are currently on a "30 day hold" at the Board of Supervisors, meaning that they will be formally considered after July 12, 2012. Leading up to that date, Supervisors, the Controllers Office, and the Office of Small Business are seeking out the input of the small business Community.
