NCHRP 8-66 Urban Infill Research Study

1. Introductory Questions

This survey is part of a National Cooperative Highway Research Program (NCHRP) study to develop guidance and a methodology for the preparation and review of transportation impact analyses (TIAs) of infill development in urban or urbanizing areas. Higher density, mixed-use redevelopment and infill development is an increasingly common form of development subject to environmental review and often traffic impact studies. However, there is a lack of standardized guidance and trip and parking generation data for preparing these studies.

The first phase of this study involves collecting information on current infill development definitions, infill traffic and parking generation data and estimation methods, TIA analysis methods and agency review procedures. To collect this information, we are asking members of professional organizations involved in various aspects of infill development to participate in a brief survey.

Your responses are completely confidential and will be used to identify valuable information and resources regarding the current state-of-the-practice of analyzing the impacts of infill development. Thank you for your time.
1. What is your definition, or your organization's definition, of infill development (i.e., redevelopment, new development within a "built out" area, development in proximity to transit, etc.)?
2. What is the source of this definition of infill development(i.e., personal perspective, organization policy or city ordinance, Urban Land Institute, etc.)?
3. How are you involved in infill development? (check all that apply)
4. Please identify agency(ies) you know of that have transportation and/or parking related policies that permit reductions for infill development (i.e. lower impact fees, lower parking requirements, trip credits):
5. If you prepare traffic impact studies, and you claim trip generation or parking reductions for infill development, what is the basis or method of estimating the reduction?
6. Is the basis or method of your trip generation or parking reduction one of the following? (check all that apply)
7. Please identify any agency(ies) you know of that has/have guidelines for preparing traffic impact studies that stipulate a specific or required source of trip generation rates for infill development, or trip or parking generation reductions:
8. Do the guidelines referenced in Question 7 allow adjustments to trip and parking generation rates for: (check all that apply)
Trip GenerationParking GenerationParking ratios
Infill development
Proximity to transit
Mixed-use development (internal capture)
Transportation Demand Management (TDM) measures
Transit-Oriented Development (TOD)
Area type (specify land use and area types in text box below)
Other (specify)
9. Are you aware of any empirical trip or parking generation survey data for infill developments? For example, surveys, counts or trip generation studies of existing infill development. If so, please identify source(s):
